1.Create a new user on your console (If you want to access your library from your main account*)
2.Create new email account on any popular service (Gmail, mail, rambler).
3.Create a new PSN account (you can do it at https://id.sonyentertainmentnetwork.com/id/create_account_ca/).
4.Already on the second step, choose the desired country. The UK.
5.Enter your email.
Confirm the account on the new mail.
6.When you login to the Sony website, you will be asked to enter your Nickname and address.

7.After creating and confirming the account, log in to the console on the new user.
8.Your first (RU) account must be as your primary system on the console.
9.Enjoy a working PS Store!
Go to https://www.playstation.com/country-selector/index.html
Scroll down and select the UK region (United Kingdom UK).
Choose a game you are interested in.
